The strategies you're referring to can be found with detailed how to's, teacher vignettes and student book examples in the book, 'Strategies That Work'. It is by Harvey and Goudvis. In addition, if you're wanting more background see 'Mosaic of Thought' by Keene.
If you're wanting a great assessment tool for reading overall, the Developmental Reading assessment is tops.
