Hi Michelle,
You added another important piece of information, fluency...meaning will always suffer if they're having to 'word solve' too often. Lower the reading level to help with fluency and use these texts to teach comprehension as well as during 'read alouds' where you model and guide their understandings (see STW for ideas). Email or post if you're wanting additional supports.
