This seems young for this. Have you talked to the bossy girl's mom. Can you make a secret pac with the girl and write note when you notice her being kind to another girl? Once with fifth graders, I had all the moms and girls meet with me the principal and the guidance person at the same time and that settled the problem. We wrote a compact(treaty) whatever you want to call it. Good luck.
