My goals are usually a direct result of the testing. If there was a discrepancy in both reading and language arts, I would be expected to develop goals that address both areas. Our team, including the classroom teacher, school psych and if possible the SPED supervisor would meet to discuss a general plan. Then, I would write the goals. Hope this helps.
