One idea is to use large, round Chinet plates. Cut one plate in half and place it face to face with a whole plate. Punch holes around the edges, through both plates at the bottom. This creates a pocket for Valentines. Have the children weave red or pink yarn around the plates. Then provide paint, sequins, heart doilies, foam hearts, construction paper, glue, scissors, etc. Ask the children to put their name on the front.
