Cruel and Unusual punishment

I have a 5th grade boy in my class whose parents have made him wear the same clothes for the past three weeks. This is his punishment for lying to them. Today we had a conference with the mom (who happens to be a social worker!) and she does not see anything wrong with this punishment. What are your opinions on this? I think it is awful to put a 5th grader through this amount of shame.
