I start with discussion of taxes, what are they what are they used for, should we have taxes etc. Students are brainstorming and also Think Pair Sharing during this discussion. Then I usually read the book Can't You Make Them Behave King George and we discuss why the colonists wanted to declare their independence. This takes several days as we stop to discuss along the way, then we rewrite the Declaration in our own words. Hope this helps, my observation on this went very well!
