Your school should already have guidelines for this behavior; it is a form of assault. Granted, a pre-schooler isn't in complete control of his feelings, or always able to control himself, but at that age school is a privilege, not mandatory. Perhaps he isn't mature enough to be in school yet, or perhaps a couple days of expulsion would make him or his parents take it more seriously. I may sound harsh and hard-hearted, but mine was the child being bitten, repeatedly, and everyone wanted to "help" the biter.
