pencil problems

My second graders constantly lose their pencils. Some report their loses two or three times a day. I just don't know how to handle this. I tried pencil boxes but they didn't seem to help plus the kids couldn't keep their hands off the boxes during lessons. I've tried having them clean out their desks to no avail - plus this stops them from doing their work. I've tried having them write with a crayon. They don't like this, but it still doesn't stop them from losing their pencils. Any advice?
