I have always started with the harder ones first, because they do think they can just count on their fingers when starting with easier ones. Then it is much harder on the and the get frustrated. When you start with the harder ones, they realize they have to study theses and then when you get to the lower ones, they think it's a piece of cake. Our Saxon starts with the 7's but doesn't move them along very fast to the other ones, so I just move them on anyway.
