I also solve this problem in this way, but I tell them it is their choice to have a fun classroom or a boring classroom. I won't let 1 or 2 ruin us all but more than 3 or so and I stop whatever we are doing and give them busywork. Also they lose the privelege to talk. My classes have chosen the "fun" classroom every year and I usually have to pull the rug out 3-4 times. This way you are the fun/strict teacher and kids know you mean business.
