HELP !! RETENTION!!

I have a child in my class (a boy) who I am thinking about retaining. Knows most of ABC's but has no concept of sounds yet. Very low scores on all assessments.Mom is strongly against retention- says he has had a rough year (parents have gotten seperated) and he should not be retained because of the emotional time he has went through. To me--thats all the reason to repeat if he has had a rough year. How can I get this mom to come around? Any advice? Dad is not in the picture.
