I would suggest a support team for this student. You need to examine his records to determine if there are any learning problems that need to be addressed. What do his achievement tests indicate? Does he need special education or tutoral services?
Usually behavior has a function. What does he get from his negative behavior? Attention? Removal from a peer group that does not accept him? He needs to have some need met in order to improve. Try to determine WHY he behaves this way.I'd love to hear more details...grade level...home situation etc.
