This may sound very simple, but I'm finding that it's working with my students. First, I make sure they are reading a book at or near their level. Then I model good reading for them. We've actually discussed what fluency means, and I model good fluency for them, and point it out when I'm doing it. We also talk about "boring reading", enunciating our words, and reading for an audience.I know it seems vague and simple, but these things have worked in my classroom. Oh, and they need to read, read, read as much as possible.
