Has his parents been involved in any of his "punishments".

You may have to move this child into a setting in the classroom where he has little interaction with the other students without direct supervision.

You may also want to talk to a behaviour specialist to find out if there are triggers you could watch for or other ways to break his habit.

And I agree with one of the other posters - it may be time to remove him from the program and see if next year he is more mature and follows the rules better.
