Talkative 6th graders

I am still battling mid year with talkative 6th graders. I have tried everything from shutting off the light, calling home, writing refferals and detentions, etc. I want to find a method that is workable for all of my classes. I don't want to write a referral or detention slip for the rest of the year! It can get very aggravating and tiring, especially at the end of the year. When I have my students work in cooperative learning groups, the noise level gets worse!! I am teaching 6th grade regular education in a middle school setting. Any ideas are appreciative! Thank you!
