I had 4 students in my class. That is sometimes worse as it's hard to keep them busy all day long. We have quite a few indoor recesses up in Northern Alberta because it is often around that -30 mark. I like to plan for activity breaks during the day - get up and move around the classroom games. Also sometimes I'll see if I can book the gym for a 15 minute block and we'll just go and run off some energy.
