The best place to check on whether or not there will be interest for a music board would be on the main chatboard. Post a question there on whether there are others interested in having such a board. If you have a lot of responses then you need to email the webmaster and let him know that you would like a new board started. If the webmaster agrees then a new board would be set up. Some new boards work really well, but quite a few of the ones I've seen start out busy and then really fade away.
