math manipulatives

A wise old teacher with many years of experience once told me: "Leave the manipulatives in a prominent place in the classroom so that the students can play with them until they are tired of playing with them. Then, and only then, can use actually use them for instruction. Evidently, your students aren't tired enough of the blocks that they lost their novelty.

Here's another suggestion: I tell my students that the manipulatives are for math only. I let them know in advance what I expect them to do with the manipulatives, and if they don't follow those instructions I will take them away from them. Simple enough.
