Working off of jj's suggestion, perhaps you can divide your classtime into "my time" (your teaching time) and "your time" (the class's free work time). For example plan on teaching for 30 mins with 15 mins of free work time. If it takes you 40 mins to teach the lesson because of talking disruptions, the the extra 10 mins is taken from their time, leaving them only 5 mins.
Have you talked to your host teacher, your student teaching advisor/supervisor and your co-horts for suggestions? As a student teacher, you should be under direction of a host teacher who is supposed to be helping you with problems just like this.
