First, I consider gossip to be one of the true social evils. Nothing good can come of it.

I have actually met very few people that were evil. More often, they act inappropriately without realizing what they are doing, or the effect they have on others.

I like the way you portray the school district exercising 'staff management' techniques to quiet 'talking about neighbors'.

It seems the school here is condoning bullies (gossips), and the school system needs to be confronted about why they permit it to continue hurting people. Don't discount the amount of hurt, injury, and coercion that gossip can do. If the staff gossips, I have to wonder how beligerent the students are with each other.
