    I have found the most effective way to increase fluency in first and second grade is to have students do repeated readings of the same text. Reader's theaters are especially useful for this. I take running records of each student as he/she reads periodically. These includes a 1 minute timing. This allows me to track increased fluency, note the strategies students are using while reading, and also check comprehension. My goal is for my average first grade students to be between 80-100 words per minute by June.
    A program that promotes fluency that we use in second grade is Read Naturally. Our title 1 paras use that and have had a lot of success with those students.
