At what point do you send kids to the office?

I'm in a school that is not very clear/consistent on what they want us to do with kids. The administrators give different suggestions and sometimes it's not consistent. I have had talks with experienced and new teachers and the consensus is the same that we need a clear procedure with the kids--maybe even a workshop. I was even told never to send kids to the office bc the administration just doesn't want todeal with it and it makes us look very bad.

Has anyone had success with their kids and support from administrators? I need your help too!
