    I don't think that you should feel badly at all. You have done and are doing your job, you are obviously monitoring progress and groth and keeping tabs on these boys. It is the parents that are not doing their jobs by provinding you with adequate phone numbers, not getting Johnny to school, etc... At some point these parents need to take responsibility for how their actions affect their kids. DOn't worry about making them angry. Let them know in a caring and professional way what is going on. If they get upset, know that their anger is not really at you, but at the situation they have placed their child in. Stick to your guns, have your principal present at these meetings and as other posters said,document everything. Good luck.
