Subs get the worst deal

Did you know that your INITIAL CERTIFICATE expires if you are unable to find a full-time teaching job within 3 years? That means you go to HALF PAY and you can't do anything about it. I have tried to get a job for 3 years, but we have had hundreds of layoffs here in South Carolina. And those teachers get the first shot at any job openings. Now I find out that I have to support myself not only on a job that you work only IF the phone rings, but at HALF THE PAY.
Quoting the state board: "There's nothing I can do about it. It's the law."
Is it the law in any other state besides SC? I might need to move.
We also don't have a union.
