I've never taught third so there may be better suggestions. I know that in my school the third grade teachers are trying to get the kids to master addition and subtraction facts early in the year. They haven't moved toward multiplication yet. When they come to us in fourth they have had great a bit of practice but they're still shaky. That's why I say they may not be ready.

However, start where they'll see the most success. In fourth I get them to take one-minute tests on 0, 1, 2, 5, 10 at the beginning of the year. They always feel successful here. Even when I taught first we were skip-counting by 2, 5, 10. Don't be discouraged, your kids will be great multipliers by the time you send them to fourth. Good luck.
