Do you have district standard procedures for the report cards? If the cards were adopted by your district there should be a uniform way of marking them. Maybe your Standard Pusher can add a seperate report or a continuum for parents about her students' achievement, but unless it is a district policy to put that all on the report card, I don't believe it should be there at the 1st grade level Can you check with an administrator?
I agree with your feelings. It is so easy to misunderstand report cards that are sent home without actual face to face discussion with the teacher. She MAY have had time to evaluate all the standards but I also feel it would be hard to find time for all that evaluation and still have had time to teach!
