WOW! Is vacationing during the school year that common? In my district, a pleasure trip is NOT an excused absence, and I don't think most parents would have the nerve to come to school and ask for work for unexcused absences. Kids who miss 20 days unexcused cannot pass to the next grade. As a parent, I have been guilty of letting my own kids take a "mental health" day. I just make sure it's a day with no tests, and we all play hookey and go to the movies. But I would not even consider taking them out of school for a week or more.
Teachers at my school are not required to provide make up opportunities for any unexcused absences. I do it for any absence, just out of courtesy and concern for the kid's grades, but I haven't had any parents try to take advantage of this.
