Um what do u mean foreign teachers? ...do u mean....

Do u mean someone applying from abroad to come to the US?
I am a Brit here and am married and now have a green card ..which I have to say took me forever to sort out. ....I could substitute teach here before that was completed
but I have to tell you to come from abroad to substitute(or supply teaching as its known in the UK) pay sucks big time.
I think you need to apply directly to a school and I have been subbing here since September and have just been offered my second job interview (not job might I add lol)...so um .....not sure how you would get on with applying without that unless you had a First
in your degree or have had heaps of experience.
I may be a bit negative cos I have not been very fast in applying for these so maybe someone else will ofer u better advice and be more positive.
