Retention

I am faced with a similar problem. I have a little boy who moved in from another state in February. He seems bright and eager to learn, but he doesn't know as much as my K's did when they entered K. I really don't know
what to do. The K he came from was basically a "play environment" and most of my Kindergarteners are reading on an upper first grade/lower second grade level. I am afraid he will really struggle in first grade, yet I'm not convinced retention is appropriate for Kindergarteners. He is receiving one-on-one instruction for about 1 hour during the day and I am hoping that we will see some
improvement shortly. He could attend summer school -- that is an option. Or, should I send him on to first grade with an ILP (individual learning plan), since he hasn't met the Kindergarten requirements, and then see how he does in first grade and let the first grade teacher make a decision? I hate passing the buck -- but I don't know what to do. I am getting mixed opinions from fellow teachers.
