Your original message seemed to imply that this third group was sitting at their desk working on worksheets. I like a little more movement, a listening center, stamp a word or story, math center, writing center, computer
etc. One of my groups does do something at their desk and then moves to another short activity if they have time. The others are at centers that usually take as much time as they have--about 30 min. Each week the children at a level get a new book which we use at their group time. I meet with each group once a week. They keep this book for several weeks while we are at that level.
After we are going a few weeks I collect an old book when they get a new book. They usually have about 4 books in their bag at their level. These are now books they have success with and practice at their desk anytime. We use empty cereal boxes cut like a magazine file box to store our individual bag of books on the counter. I also put their name on the bag. I hope this helps.
