When I worked in pre schools and this is a "common occurance." We taught the kids that got frustrated or angry to used their words. Many times the child will bite because he or she is dealing with feels non verbally.
When a mature person gets frustrated or angry they may clench their teeth. A young child may have the same reation but bite. We taught our kids to verbalize feelings. It didn't always help but thank goodness this phase doesn't last long. You need to keep a close eye on the biter and intervene when you think things might heat up.

I believe biting normal for kids 2-4. Not all kids

do it but I bet more than have have tried it at least once. The parents and teachers need to come up with a plan to help the little one. Kicking the child out of school for this is sad. We are so quick to get rid of a problem than to deal with it.

When my own kids were little they bit each other. They were also bitten by kids at school. This phase didn't last long.
