The teacher's were told according to the original poster that they could choose books for classroom or personal use.

So in this case no one is stealing, no one is breaking the rules.

If I am given specific funds to use
that is totally different, in fact I would have to hand in receipts in order to get reimbursed. And receiving actual funds is very different from picking out a few books at a book-fair.

Actually I increase book orders for a number of reasons including collecting enough books by the end of the year to give as year-end gifts to my students.

When we place scholastic orders for our students

we get dividends. Have you looked at many of the items offered in the catalogue - there are tons of "personal" items available. This falls under the same context as the book fair. I choose to buy books for my class to supplement my resources because I need specific books at certain times for certain units. The $70.00 I might win at a scholastic book fair I would have no problem in getting personal books with providing my class has excellent resources. I do keep receipts of the books I buy for my classroom - so if anyone wanted to question me I could show that I have bought more books for my classroom than the amount of books I might win at a book fair. I'd rather buy books throughout the year for my class that work with my curriculum than have to pick out a few books that for the most part do not add to my classroom library in a way that I can use them for my lessons and themes.

And by the way - my librarian who organizes our book fair knows which books I select and for what purpose. I do not hide the fact that I may choose personal books. If I was asked not to then I wouldn't. Again it comes down to how things are handled to begin with and what the expectations are from those running the book fair in the first place.
