In a pinch I've used photo pages in the place of whiteboards. Buy a pack of the large size photo refill sheets and give one to each student. They don't last as long as whiteboards, but they do work, and you can even open it up and stick a sheet of lined paper on the inside for kids to use as a writing guide.
