Turning down assignments

Do any of you have auto calling for subs (IVR- interactive voicemail systems)? I'm available for 18 grade schools in the district, so may get up to a half-dozen calls in a day, and must turn some down. Honestly, I have no clue whether the system is smart enough to know number of refusals. If so, this may not be the right approach to take in the long run?
