We have "telephones" that are made out of 2 inch and a half 90 degree elbows with a short piece in the middle (picture a handle on a teeter-totter). The kids read quietly into them while listening to themselves (whisper tone).

We paid $5 each for them, but you could make them for about a buck or two.

PVC can also be used to hold rulers, yardsticks, and bulletin borders.
