I teach Special Education in Kentucky. According to the IEP, your brother should definately recieve modification on any testing. In KY, we have the CATS testing and all of our IEP students recieve modifications (calculators, interpreters, writers, readers...). If I were you, I would talk to the Special Ed Director of the district and see what exactly is going on here. That is definatly not right in my book. Or under IEP laws!!
