I do a lot of work with Base 10 blocks. I use the hundreds block as 1 whole, the rods as a tenth, etc. My school recently ordered thousandths blocks so the kids can really see how tiny they are, and the relationship between tenths, hundredths, and thousandth. I give the students two numbers and they display both of them using their base 10 blocks. This seems to have cleared up their confusion as to why 0.7 is greater than 0.69. Hope this helps!
