I teach second grade and I do use touch math, although I stress memorization also. However, I feel that touch math helps me teach the higher concepts of three and four digit addition with regrouping and subtraction with borrowing that I could not get to if the students did not have a concrete way of finding the answer to 7+8. Since they can use their touchpoints they can do 468 + 257 or 468-257 and not be be counting on their fingers or just completely lost.
