Those cuticles can be a problem

Whether he is "making his cuticles feel better" or picking his nose does not matter. It is not a socially acceptable practice and the child must be taught this. If it won't happen at home, it must happen at school. I don't let kids chew on pencils either. It is a hygiene problem. So inform the child it will not happen in the classroom and use appropriate measures just as you would for any other kid breaking the rules. I doubt CPS will send someone out for this.
