Maybe try "popcorn reading". Tell the students you will yell popcorn and a name and then that person must start reading where the other left off. If they don't know where to start, go back to the beginning. Chances are they want to get this part of the lesson over as quickly as you do and will not want to waste time having to keep going back to the beginning.

As far as I'm concerned...particularly at the elem. level...every class is a reading class!
