I remember when I was in 1st, 2nd, 3rd and so on, I was extremely shy, also. However, it did not mean I was not learning as much as the other children, nor did it mean that I was unhappy. Some children prefer to be quieter than others, I think they are called "introverts." I believe that the strength one has inside is equal or even more important than the strength carried on the outside. This is just my theory, of course I do not know the child, but maybe I have helped.
