Then, whether or not he has a learning disability, I would try the Orton Gillingman Method (Preventing Academic Failure) approach to reading. It is a very structured multi sensory approach to reading. If followed carefully and systematically, children with severe (or not so severe) learning problems can learn to read. I am a special education teacher in NYC and this approach has worked for all my students with LD. Good luck.
