It soumds to me like maybe this child should not be in a regular ed classroom. Maybe more like an emothionally disturbed (ED) room. If ever you feel like you are in danger or another student he needs to be removed immediately. Getting to stay home from school from behavior is not going to help this child but if you document everything and try to get prior teachers to talk to your principal about this maybe he can get the help that he needs. The scissor incident in itself should be enough to have the prinicpal look at his emotional well being.
