We also have this position. In our building the job title is called Permanent Sub. He/she reports to work each day. There is rarely a day when a job is not available, however, when that is the case, the sub is assigned an hour or 45 minute block to each grade level. The teachers at that grade level then gather work for students who owe make up assignments, tests, or need some extra support and the sub works with those children as much as possible. The permanent sub is also used to fill in for emergencies if a teacher becomes ill. Good luck with your proposal.
