Do you have a test at the state level or have standards you are using either state or national? If so you may want to use this test data or make a brief test that somewhat mirrors this test. That way at leasst those that are at risk of failure or limited progress would be serviced. My school made one for yunger grades as one more piece of data. We also had teachers fill out a checklist that included (ranked)things like problem solving skills, mastery of facts, homework and home support, ability to commuicate problem solving through writing etc...
The third component was a test provided by the book company more skill based test. Hope this helps.
