Just because this girl can speak English fluently does not mean that she understands English. In Oregon, we have a specific test that the kids take twice a year (fall and spring) that assesses their level of fluency. Kids who do not score a level 5 (completly fluent) continue to receive ESL until they reach this level.

I totally understand your frustration, and I would definately bring it up with your ESL teacher. Maybe you could change her ESL time, or maybe the ESL teacher can help her learn to read in her room. Our ESL teacher is awesome, and she works on reading skills during her ESL time (ensuring that the kids understand what they are reading.)
