At our school we pretty much attack on all angles. We are a title I high poverty school as well. We do everything that we can think of. Phonics, literature, in school tutoring, after school tutoring, etc. Our reading series has EVERYTHING you could ask for. It has leveled books for every story for reading groups, phonics practice, overheads, big charts, big books, CDs,etc.
I think with our kids you have to do a little of everything. There is no one method that will work. They have had little exposure to literacy and reading before they get to us so it is like starting from scratch. It is always a battle, but it can be done. Good luck!
