    I live in and teach self-contained special education in NY state. I was always under the impression that whatever test modifications are stated on the IEP are given on any and every test. About two years ago, NY state Board of Regents (that's our state testing) said that students with IEPs can receive all test mods on district tests, but on state tests they can only receive some. For example, on a state math test, if, on the IEP, it states students can use calculators on a test, NYS says they can't. Another one is "tests read". NYS doesn't allow this modification for states tests if it is a test that measures reading comprehension. I have never understood any of this, but that's the way it goes, I guess. I don't know how it is in other states. I hope this helped...
