my suggestion is basically to drill the students using memorization, BUT don't just use flash cards or timed tests... try incorporating the memorization into their favorite games. Ie War use a regular deck of cards omitting the face cards.
1.have the kids deal out the cards as usual
2.flip cards in front of them over in pairs (add, subtract, multiply, divide) whichever operation you want them to work on. then whoever has the greatest sum or the highest product...etc wins the cards.
3. play continues on til one child has all the cards

or try fish, instead of pairs make it products
child #1 asks for 4 (because he has two 2's 2+2=4)
child #2 has a 6 and a 2 (6-2=4) so he gets rid of two cards.
